Key Responsibilities:
Operational:
Oversee the development of contingency plans and/or safety reserves to be used in case of an unexpected drop in funding
Ensure compliance with treasury policies and procedures
Ensure effective coordination between own team and other departments to review the budget estimates received from all Business Units
Ensure budget management culture is fostered and executive leadership is well informed about budget and expense management best-practices in their own area
Budget & Reporting:
Oversee department expenditures, budgeting process, tracking and reporting
Oversee required contract development and negotiations for service providers/contractors in their own area
Oversee development of financial statements and required financial reports
Ensure effective reporting to the Chief and represent the department in internal and external meetings
People & Talent:
Contribute to fostering an inclusive workplace where diversity and individual differences are valued and leveraged to achieve the vision and mission of the organization
Foster ethical and responsible decision making by direct reports
Support in recruiting talents as required
Establish a high-performing, future-focused and proactive team ensuring that they are highly motivated, engaged and have a framework to perform at their best
Conduct appraisal and review processes with direct reports and provide regular feedback
Ensure professional development needs are fulfilled
Required Qualifications:
Ability to undertake strategic thinking and application in a dynamic and fast-moving environment
Excellent project management, organizational, time management, and prioritization skills
Ability to effectively allocate and utilize financial and non-financial resources
Ability to lead and supervise teams to inspire direction and purpose (including managing performance and workload allocation) Collaborative mindset with the ability to work with peers on joint projects and effectively interact with a diverse group of individuals
Excellent verbal and written communication
Excellent problem-solving skills and a strong ability to identify and resolve problems in a timely manner
Outstanding budgeting, financial analysis & business planning skills
Proficient Government Laws and regulations knowledge
High level of numeracy
Bachelor’s degree in Finance or equivalent from a recognized and accredited university
Master’s degree in Finance, Business Administration or equivalent from a recognized and accredited university is desirable
15+ years of professional experience in Finance with a focus on budgeting in a fast-paced and dynamic environment in a leading organization
Demonstrated success in building and managing a team
Comprehensive working knowledge of governing bodies, committees, and regulatory organizations within KSA
KSA industry experience is desirable
