Description
Responsibilities:
  • Collecting, studying and analyzing experiences and practices related to the preparation of financial and governance policies, and studying the possibility and feasibility of benefiting from them and applying them appropriately.
  • Preparing, reviewing and developing policies related to the general budget and governance frameworks.
  • Analyzing the cycle of preparing and implementing the general budget and the internal and external factors affecting it, preparing the governance framework and work policies, presenting them to the stakeholders and taking inputs, and preparing policies in their final form.·
  • Providing support to organizational units in the entity.
  • Develop work methods and procedures using modern technologies and keep abreast of developments and developments in the field of policies and governance.
  • Preparing specialized studies, documents and reports related to policies and governance, providing appropriate recommendations and appropriate solutions, presenting, clarifying and archiving them in accordance with the policies and approved procedures.
Operational Roles:
  • Reviewing the general budget policies and their executive frameworks and working on developing them in line with the regulatory and legislative regulations, in coordination with the relevant authorities
  • Develop guidelines and standards necessary to develop the governance of the state budget in accordance with established policies and procedures
  • Developing an operational governance framework for the general budget preparation project and related policies
  • Preparing, reviewing and developing instructions for implementing the budget and preparing for its circulation in accordance with the procedures followed in this regard
  • Reviewing proposals submitted by various organizational units or government agencies regarding amending and developing policies related to the public budget
  • Develop the necessary governance model to ensure that the budget is executed as planned.
  • Representing the agency and the ministry in the official committees related to policies and governance, and raising the visuals to the agency and ministry leaders in accordance with the approved governance.
  • Preparing various research and studies on public budget policies and governance frameworks.·
  • Identify and manage the relevant risks based on the methodology and standards set by the Risk, Governance and Compliance Department at the Ministry level
