Job Summary:

The Supply Chain Localization Manager in the shipbuilding industry is responsible for developing and implementing localization strategies to increase the use of domestic suppliers, materials, and components in the shipbuilding supply chain. This role involves identifying, qualifying, and integrating local suppliers while ensuring compliance with industry standards, cost efficiency, and timely delivery. The manager collaborates with procurement, engineering, and production teams to enhance supply chain resilience and support national industrial development goals.

Key Responsibilities:

Localization Strategy Development

  • Develop and implement supply chain localization strategies aligned with corporate and regulatory requirements.
  • Identify opportunities to replace imported materials and components with locally sourced alternatives.
  • Collaborate with stakeholders to establish localization targets and measure progress.

Supplier Development & Management

  • Identify, assess, and onboard local suppliers that meet shipbuilding industry standards.
  • Establish long-term partnerships with local manufacturers, fabricators, and service providers.
  • Conduct supplier audits and ensure compliance with quality, cost, and delivery requirements.
  • Provide technical and commercial support to local suppliers to enhance capabilities.

Regulatory & Compliance Oversight

  • Ensure all local procurement activities comply with maritime and defense regulations, if applicable.
  • Liaise with government agencies and industry bodies to stay updated on localization policies and incentives.
  • Support contract negotiations to include localization clauses and incentives for local suppliers.

Cost Optimization & Risk Mitigation

  • Analyze cost benefits of local sourcing versus imports while maintaining quality and reliability.
  • Develop risk management strategies to ensure supply chain stability and minimize disruptions.
  • Monitor market trends, supply chain risks, and geopolitical factors that may impact localization efforts.

Collaboration & Stakeholder Engagement

  • Work closely with procurement, engineering, production, and logistics teams to integrate local suppliers.
  • Engage with government entities, trade associations, and industry partners to promote local sourcing initiatives.
  • Organize workshops and supplier development programs to enhance local capabilities.

Qualifications & Experience:

✔️ Education:

  • Bachelor's degree in Supply Chain Management, Procurement, Engineering, Business Administration, or a related field.
  • A master's degree or certification in Logistics, Supply Chain, or Maritime Procurement is a plus.

✔️ Experience:

  • 5+ years of experience in supply chain management, procurement, or supplier development, preferably in the shipbuilding, marine, or defense industries.
  • Proven track record of implementing localization strategies and working with local suppliers.
  • Strong knowledge of shipbuilding materials, components, and maritime regulations.

✔️ Skills & Competencies:

  • Procurement & Supplier Management – Experience in sourcing, contract negotiation, and supplier evaluation.
  • Industry Knowledge – Understanding of shipbuilding supply chains, logistics, and regulatory frameworks.
  • Analytical & Problem-Solving – Ability to assess supply chain risks and optimize procurement strategies.
  • Project Management – Experience managing localization projects with cross-functional teams.
  • Communication & Negotiation – Strong ability to liaise with suppliers, government agencies, and internal stakeholders.
  • Regulatory Compliance – Familiarity with localization policies, maritime regulations, and trade agreements.

Preferred Certifications (Optional):

  • Certified Supply Chain Professional (CSCP) – APICS
  • Certified Professional in Supply Management (CPSM) – ISM
  • Lean Six Sigma Certification – Process optimization

Work Environment:

  • Primarily office-based with regular visits to shipyards, supplier facilities, and regulatory offices.
  • May require domestic and international travel to evaluate suppliers and attend industry events.
