Responsibilities:

strategic roles:

• Participate in the formulation of the Agency's strategy
• Participate in defining the department's strategic goals and performance indicators, work to follow up on achieving them, and make recommendations to take corrective action
• Contribute to the implementation of the Finance and Accounts Agency's strategy
• Participate in setting goals and operational plans for the department

Operational roles:

• Supervise the revenue and exchange operations and ensure that they are proceeding in accordance with the established systems and that there is nothing in them that contravenes the existing instructions and regulations.
Permission to link to the exchange or approval of exchange orders prior to disbursement, whether the exchange is by payment orders or transfer, within the limits set forth in the Financial Representatives Regulation
• Examining and reviewing the documents of exchange and payment orders to the government agency in accordance with the rules and regulations
• Examine the final accounts of government agencies and ensure the validity of the data
• Participate in the membership of bids examination committees and ensure their progress in accordance with regulations and rules

Administrative and organizational roles:

• Participate in determining the department's needs of competencies and talents and managing the affairs of the department's personnel
• Participate in evaluating the performance level of management employees and making recommendations regarding human resources decisions such as rewards, appointments, promotions and transfers for management employees
• Work to verify the achievement of the main objectives of the Department and improve the level of services provided in terms of quality, accuracy and effectiveness.

Qualifications and experience required:

• Minimum: 10 years in the field of control and auditing - 5 years in a supervisory position
• Comprehensive knowledge in accounting standards as per cash basis and accrual basis
• Comprehensive knowledge of financial regulations and systems
• Comprehensive knowledge in auditing standards and internal auditing knowledge and experience
• Academic Qualifications: Bachelor's degree in Accounting, Financial Management, or equivalent
• Professional certifications: SOCPA and/or CIA qualifications (compulsory) and professional certifications (preferential)
